CONSTITUTION AND BYLAWS
Utah Cheer Team Coaches’ Association, Incorporated
The UCTCA is a non-profit association. It governs its affairs according to its bylaws. These rules establish the categories of and qualifications for membership in the association, the composition and authority of the organization’s officers, board of directors and other committees
ARTICLE I – NAME
This organization shall be known as the Utah Cheer Team Coaches Association (UCTCA).
ARTICLE II - PURPOSE
P. To sponsor and coordinate an annual coaches conference.
ARTICLE III - MEMBERSHIP

D. Executive Board Officers Requirements:
1. In order to hold the position of All State Director, a person must have served on the UCTCA Board for at least one year.
A. The Executive Board Of Directors shall hold a minimum of one joint
meeting each year with the board.
ARTICLE X –BOARD OF DIRECTORS REIMBURSEMENTS
ARTICLE XIII – ENDORSEMNT OR SPONSORSHIPS
The UCTCA Executive Board, Board of Directors, Classification Representatives, Special Committee members or UCTCA members, may not use the UCTCA name to endorse, advertise, or sponsor any organization. They may not use any UCTCA event, the annual meeting, coach’s conference, or email lists to promote any for profit businesses or organizations. Any members violating the endorsement or sponsorship policy will have their UCTCA membership terminated immediately.

ARTICLE I – NAME
This organization shall be known as the Utah Cheer Team Coaches Association (UCTCA).
ARTICLE II - PURPOSE
- To foster an appreciation by students, staff and community for the social and educational advantages of participation in cheerleading.
- To encourage equal representation and participation by all Utah cheerleading teams.
- To encourage consistent standards for selection of Utah cheerleaders.
- To promote general and consistent rules and guidelines for cheerleaders and advisors/coaches throughout the state of Utah.
- To provide guidance, communication, and resources for Utah cheerleading advisors/coaches.
- To study proposed rule changes and make recommendations in rule changes whenever this is considered necessary.
- To promote safety in cheerleading.
- To promote quality judging.
- To recognize outstanding coaches and members within the membership past and present through the Coach of the Year awards.
- To award scholarships to senior cheerleaders.
- To assist and support a state cheerleading competition in cooperation with Utah Cheer Club Sport/RC Competes.
P. To sponsor and coordinate an annual coaches conference.
ARTICLE III - MEMBERSHIP
- Membership in the Utah Cheer Team Coaches’ Association is open to all interested individuals that are a part of the cheerleading team current or recently past. Individuals shall be admitted to membership upon payment of dues.
- The membership period runs from May 1st of the current year to April 30th of the following year. Membership registration will be open year round.
- The Board of Directors shall establish the annual dues.
- Members may attend all General Membership meetings and elections.
- There will be a minimum of one meeting per year held during the annual conference.
ARTICLE IV - -FISCAL YEAR
- The fiscal year shall run from May 1st of the current year to April 30th of the following year.
- All Executive Board Members must be current members of the UCTCA.
- The Executive Board of this association shall include:
- Executive Director: Current Director of Utah Cheer Club Sport/RC Competes
- Executive Officers: Former Presidents or board members
- President
- President’s term shall be 3 years. One year as president-elect, one year as president and one year as outgoing president.
D. Executive Board Officers Requirements:
- In order to hold the position of President or an Executive Officer, a person must have served on the UCTCA Board for at least two years.
- Classification Representatives (1A, 2A, 3A, 4A, 5A, 6A) one High School Prep Representative.
- Special personnel can be appointed by the Director or President, and approved by the Board. Job descriptions will be outlined in the Bylaws or decided and voted on by the board members.
- Classification Representatives, two years.
1. In order to hold the position of All State Director, a person must have served on the UCTCA Board for at least one year.
- In order to hold the position of Scholarship Director, a person must have served on the UCTCA Board for at least one year.
- A Board Member who has not fulfilled their duties as outlined in the Bylaws may be removed from office by a unanimous vote of the other Board Members. A replacement may be appointed by the Director to fill the position and voted on by the Board of Directors.
- The Director or President may remove any Special Personnel who has not fulfilled their duties as outlined in the Bylaws, upon unanimous approval of the Board.
- The Executive Board and Board Members shall have the power to temporarily establish new rules and amend or set aside rules that are no longer feasible.
- The Board of Directors shall approve any new Board Members appointed by the Director.
- The Board of Directors shall attend and vote at all required meetings.
- The Executive Board and Board of Directors shall have the power to interpret and enforce the Constitution, Bylaws, and rules of the Association.
- When Vacancies occur, the Board of Directors shall approve appointments made by the Director.
- A two-thirds majority vote will be needed to dismiss any board member for reasons other than attendance.
- The Executive Board and Board of Directors shall have the power to decide matters not herein Determined.
- Each member of the Board shall have duties as set forth in the Job Descriptions that have been established for each position and is on file with the President. The Board of Directors shall perform other duties as may be designated by the General Membership.
- Board Members can only fulfill up to two board positions at any one time.
A. The Executive Board Of Directors shall hold a minimum of one joint
meeting each year with the board.
- The Board Of Directors shall hold a minimum of two meetings each year.
- Board members must notify the President of necessary absences at least twenty-four hours prior to all scheduled meetings, except in the case of an emergency.
- If a Board Member misses two Board of Directors meetings in a year, he/she will be removed after the second missed meeting, and then will be replaced by the Director upon approval of the remaining Board of Directors.
- A meeting for all UCTCA members must be held once each school year.
- UCTCA Members carry one vote each.
- The Director or President may appoint a special committee at any time.
ARTICLE X –BOARD OF DIRECTORS REIMBURSEMENTS
- The Executive Board or Board of Directors shall not receive remuneration, salary, or remittance for services as a Board member. Board members shall be reimbursed for expenses such as mileage, lodging, postage, supplies, and other necessary expenses incurred while conducting official UCTCA business.
- The President shall submit board members expenses to the Executive Director.
- All receipts must be attached to the reimbursement form.
- The President must receive reimbursement forms for expenses within thirty days of the expenses incurred.
- Any UCTCA member aggrieved by any decision by the UCTCA or its officers (excluding judges decisions at State Championships, selection of cheerleaders for UCTCA events, and selection of Scholarship winners), may appeal by sending a letter to the President of the UCTCA.
- The Board will investigate and gather information regarding the concern.
- Following this investigation, a written response with the final decision will be sent to the member coach and/or school.
- This constitution and bylaws may be amended by an affirmative vote of the majority of the current members present at the Annual Coaches’ Conference.
- Amendments need to be presented to and approved by the Board prior to the General Membership Meeting.
- Amendments shall be printed in the conference packets for the general membership to view prior to the meeting.
ARTICLE XIII – ENDORSEMNT OR SPONSORSHIPS

- President
- Shall attend all UCTCA Board Meetings.
- Shall preside at all Board meetings and all Annual Coaches’ Conference.
- Shall notify Director of any vacancies in any of the offices.
- Shall call special meetings when necessary.
- Shall prepare the agenda for all Board meetings and Annual Coaches’ Conference.
- Shall submit all expenditures and reimbursement forms to the director.
- The term is two years and an additional year as past president in an advisory capacity.
- Shall attend the annual coaches meeting and conference and work at and assist with at least 50% of the annual UCTCA events (i.e. All State Team, Safety Clinics, and Conference).
- Shall perform such other duties as may be designated by the Board Of Directors and the General Membership.
- UCTCA Classification Representatives
- Shall attend all UCTCA Board Meetings.
- Shall accept assignments and assist the President by accepting board member assignments.
- Must make contact three times a year with all cheer coaches in their assigned classification and report back to the President.
- Are responsible to report concerns or suggestions of the coaches in their classification to the President.
- Shall attend the annual coaches meeting and conference and work at and assist with at least 50% of the annual UCTCA events (i.e. All State Team, Safety Clinics, and Conference).
- Shall perform such other duties as may be designated by the Board of Directors and the General Membership
- The term for Representative is two years.
